Bhore committe is form in 1943. This committe has been form to assess the health conditions, infrastructure in the India.
Before the bhore committee, there were no idea of how our health services are working. Right so due to this, Government of India appoint a bhore committe. This committe is chaired by the Sir Joseph Bhore.
He was an IAS officer. This committe has done brilliant job. It proposed many recommendations that further lead Indian Health Sectors and also now it is guiding the fundamental nature of health till now.
The primary objective is to assess the health infrastructure, health disparity, disease rate, morbidity and mortality rate. It also has work to suggest some ideas for health care delivery system in India.
Some recommendations of Bhore committe are,
1. To integrate the preventive and curative health services
It means that, government should integrate means combine both prevention services and curative means treatment services at same health center. So, both work like health promotion and health treatment and diagnosis is also done at same area.
It also suggest that, this both should not treat different at administration level. Both should be manage by same adminstration. This improves the effectiveness of the health care services.
2. To form three tier health care system
Bhore committe has recommend to form the three tier health care delivery system. It includes primary health centres (PHC), secondary health unit (CHC- community health centre) and district hospitals.
District hospital serve as referring unit for phc, subcenter and CHC. Subcenter unit is serve for small population than Primary health center.
This system will reduce the load on the tertiary hospitals. Most of the patients and health promotion work will be carried out by this units.
3. Universal health for all
This is most important recommendation and use till now. It includes health care should be available to all the people, without any discrimination, and at affordable and accessible way.
4. To improve medical education and train health care manpower
Next recommendation is to improve the education system for nurses, doctors. It set MBBS as only degree for doctors. It suggest many changes, reforms to nurse education, their roles and responsibilities in public health.
5. Need to focus on MCH services
MCH (maternal and child healt care services) includes, ANC, Labour, delivery of baby, Child care, Vaccination and Post natal care should be accessible.
There were high death rate at those times, due to unavailability of manpower, infrastructure, no instrument and low knowledge and skill to handle maternal and child health services.
Other than this, this committe proposed that health infrastructure is very poor, huge gap in manpower, rural health infrastructure is not present most of time. They also recommend that not only the hospitals will reduce this problem, but prevention, sanitation and appropriate public health measures are important to improve the health of people.
