SIR is refer as Special Intensive Revision.
It is the process of updating voter list for further important elections such as assembly election and parlimentary election.
In this SIR, New voters are added, any changes to names and address will be updated.
There are two types of SIR, Normal Revision and Special SIR.
Normal Revision — This is the normal routine annual update of elctoral roll. In this, only those applications are recieved will be updated. And the data received on that basis changes occur.
Special Intensive Revision — It is a form large scale verfication process. Government does this when they need to change lots of data. This is done via the door to door verfication process. It needs high time for completion. This include verification of all the members.
What is the Process of SIR for people of India?
For the people, This process can occur two ways, either through booth level verification or via online process.
If, SIR is happening then, a booth level officer called as (BLO) will visit each house and ask for their information, then update their forms accordingly. In this, people need to provide right information with documents like adhar card and pan card for identification purpose. This people will also ask for the family members that will be updated accordingly.
After conducting the through SIR, the election commission upload its draft electoral roll. In this, further people can change any errors, in their name, address or any thing. This process is online, then you can fill the form no 8 in election commission website and then apply for changes.
It depend on state, that some state allows for online application for new voters in SIR while some required BLO visit for final verfication.
After all the changes, final electoral roll (no of people eligible for voting) is published on their website.
A person then login with mobile, or epic no and can see their information on election commission of India website.
Challenges of SIR
A SIR is not a small activity. It needs huge manpower and administrative competance. It needs door to door survey and those data should safely and correctly goes to the center level. Any negligence of malpractice can lead to eliminate many votors and add fraud voters.
There need to be one section who will educate people about SIR rather than spreading lies or misconception. Once this done, then people will cooperate. As there is large portion of Indian population is not much educated so it is very important to first consider their knowledge and then plan for the SIR.
